Works began 15 February 2010 under a consortium of Golden State, Waterleau, Sotradema, Eusebios and Mesquita for 781 million dirhams, with a further 300 million dirhams for ten years of operation; medium-load activated sludge with primary and secondary treatment, 130,000 m3/day, 1.2 million population equivalent, 85% pollution removal; supervision by IGIP; biogas cogeneration supplies half the plant's electricity, a national first, and cuts about 100,000 tonnes of CO2 equivalent a year. Fes discharges were 110,000 m3/day and accounted for 40% of the pollution load of the Oued Sebou.
