Describes the Hyflux contract for another desalination plant of 40 million litres a day as currently in abeyance, which is what supports the stalled stage. The existing thermal evaporator plant at Tobruk is a separate facility. The US$100 million figure is the construction contract, not a total project cost, so it is not entered as capital cost.
