Records approval on 12 December 2024, signature and entry into force on 11 July 2025, actual first disbursement on 19 May 2026, 69 per cent of the African Water Facility grant disbursed, and the consultancy firm expected to be contracted in July 2026 with masterplan work starting in August 2026. The appraisal report also records that the Great Man-Made River covers essentially all of Benghazi municipal demand and that unaccounted-for water in the city is estimated at 40 to 70 per cent.
